What is DIR eCPR?

eCPR is electronic certified payroll reporting to the Labor Commissioner through the California Department of Industrial Relations. It is the submission step for your public works payroll records. DIR accepts web entry or an XML file using its published schema.

The 30-day furnishing rule

Certified payroll records must be furnished at least every 30 days while work is performed and within 30 days after final work. Labor Code 1771.4 sets a penalty of $100 per day, up to $5,000 per project. Keep your work dates, payroll periods and submission confirmations together when reviewing what has been furnished.

The modernized DIR system

DIR replaced the old PWCR, eCPR and PWC-100 systems with modernized Public Works Website Services in June 2024. Users had to create new accounts. Review account access before your next submission.

What to gather for a filing review

Start with the project identifier, work dates, employee hours by classification, wages paid and fringe benefit records. Include previous reports and submission receipts so the review can distinguish missing records from records already furnished.

We review the records you supply, prepare the eCPR submission and help keep the report history organized.
