Business counts and new-application momentum

County figures: 7,189 employer establishments, including 6,846 with 1-49 employees, and 23,807 solo businesses (nonemployers), from the 2023 Census business datasets. In 2025 the county recorded 3,521 new business applications, +90% versus 2019. Applications are not a count of businesses that opened.

The research radius analysis places 69.9% of Tulare County's population within 100 miles of Atascadero. Coverage is measured using census-tract centroids, not driving distance. These business totals cover the entire county; they are not counts restricted to the radius.

Tulare farms and supporting employer segments

Across Tulare County, the county-level segment counts are 721 construction employer establishments and 1,717 construction nonemployers; 705 restaurants/food-service establishments; 4 employer wineries; and 3,713 farms (USDA 2022). These categories use different datasets and should not be added together as one business total.

The research estimates ~6,640 health care employer establishments and ~15,800 nonemployers across the entire radius, using county population weights. These figures do not describe Tulare alone.
