Who is exempt from California eCPR filing?
An exemption from electronic filing is different from permission to stop keeping payroll records. Ask which obligation the exemption addresses and preserve the project evidence supporting that conclusion.

Identify exactly what the small-project exemption covers
DIR says contractors working exclusively on qualifying small public works projects need not register or file eCPR for those projects, but must still keep certified records and provide them on request. Document the exemption basis alongside the payroll file rather than leaving an unexplained gap in submissions.

Measure the entire prime contract
The listed thresholds are $25,000 for construction, alteration, installation, demolition or repair and $15,000 for maintenance. DIR applies the threshold to the entire contract between awarding body and prime contractor. A subcontract below the amount does not qualify when the master contract exceeds it.

Retain the certified records for exempt small projects
The Labor Commissioner’s manual says small-project contractors must keep accurate certified payroll records for at least three years and provide them on request. Assign responsibility for preserving time and wage support even when nobody is preparing a routine electronic submission.

Check the specified program exemptions
DIR lists projects monitored by Caltrans, the City of Los Angeles, Los Angeles Unified School District and Sacramento County legacy labor compliance programs, along with certain project labor agreements. Confirm the project’s actual program status and reporting instructions; an informal request to send payroll elsewhere does not establish an exemption.

Do not confuse another recipient with DIR filing
DIR says reporting to a union, prime contractor, awarding body or labor compliance program does not by itself satisfy an applicable eCPR duty. As a practical check, keep a recipient list showing which instructions support each submission and which exemption, if any, removes the DIR task.
