Davis-Bacon vs. California prevailing wage
Federal funding does not by itself tell a contractor which payroll reports to send. Start with the awarding body, control of the project and the contract clauses, then identify the wage determinations and reporting destinations that actually apply.

Identify the federal and state coverage questions
DOL describes Davis-Bacon coverage for federally funded or assisted construction contracts exceeding $2,000. DIR states California’s general prevailing wage threshold as projects over $1,000. These thresholds address different systems; neither alone establishes the entire reporting workflow for a specific contract.

Check who awards and controls the work
DIR says California prevailing wage requirements do not apply to work awarded by and under complete federal control. Federally funded or assisted projects controlled or carried out by California awarding bodies can be subject to California requirements. Preserve the contract clauses that establish the project’s treatment.
Compare the applicable wage determinations
Federal determinations are obtained through SAM.gov. Caltrans guidance for projects with federal funds calls for comparing federal and state rates and paying the higher applicable rate. Have the project reviewer identify the relevant classifications and provisions before loading rates into payroll.

Confirm reporting destinations instead of assuming both
WH-347 itself is optional, though covered federal payroll information is due weekly. DIR’s exemptions include Caltrans and other specified legacy labor compliance programs. Caltrans still requires weekly reports to Labor Compliance. The contract and applicable exemptions decide whether DIR eCPR is also needed; federal funding does not mean every job requires both.

Maintain a project reporting matrix
As a practical control, list each recipient, accepted format, cadence and responsible preparer in the job file. Keep the contract instruction next to each entry. Update the matrix when the awarding body supplies a correction, and retain submission evidence by recipient so the team can see what remains outstanding.
