Plan staffing records in a university-centered economy

Cal Poly’s 2023 economic report describes employment equivalent to 5,000 full-time positions and a $403 million payroll. These are university figures from that report, not a count of citywide workers. For an independent employer planning hires, use its own start dates and approved pay terms to prepare payroll.

Put the start date on the reporting checklist

EDD requires new employees to be reported within 20 calendar days after they begin work. Assign responsibility when the hire is approved and keep the reporting confirmation. A temporary or changing work schedule still needs an accurate start-of-work record for the reporting review.

Keep the housing-project context dated

The town sheet records Cal Poly’s student housing program as under construction, with first buildings expected in fall 2026. The program describes nine buildings and about 4,200 beds. Employers assigned to that work should provide their actual contract and worker instructions; the research entry is context, not a determination of payroll coverage.

Protect payday when assignments change

California generally requires wages at least twice per calendar month on designated dates, subject to exceptions. The employer remains responsible for known wages even when a timecard is missing. Agree on how managers identify incomplete records and who can resolve them before payment is due.

Reconcile the approved run with its posted cost

After processing, compare employee totals with the payroll register and the amount posted to the books. Keep approved job allocations and corrections attached. That gives the next reviewer a clear record of what was paid without treating an estimate of labor cost as the completed pay run.
