Blacklake consolidation and the Frontage Road bid

A contract award and an apparent low bid are different stages of work. Do not post expected bid revenue as earned income. Once a sewer scope is authorized, track mobilization, materials and field labor under its own job number so an owner can compare the original estimate with actual spending.

  • Blacklake Sewer System Consolidation: new Blacklake Lift Station, replacement Woodgreen Lift Station, Blacklake Water Reclamation Facility decommissioning. Amount recorded: $6,641,475 contract (Spiess Construction Co.). Source status (2025): In construction; NTP August 2024, scheduled completion November 2025. Agency: Nipomo Community Services District.
  • Frontage Road Trunk Sewer Replacement Phase 1 (1,900 LF 15-inch and 1,200 LF 18-inch gravity sewer, 10 manholes). Amount recorded: Apparent low bid $3,777,777 (engineer's estimate $3.7 million). Source status (2025): Bids opened July 2025, under review. Agency: Nipomo Community Services District.

Water distribution closeout and interconnection costs

Completed waterline work needs a final reconciliation of change orders, supplier credits and retained amounts. Interconnection punch-list activity may still generate small invoices after the main installation is finished. Keep those items attached to their original projects so the monthly reports reveal what remains collectible and what still needs to be paid.

  • 2024 Water Distribution System Improvements (incl. 4,600 LF of 12-inch waterline in Pomeroy Road). Amount recorded: $2,019,261 contract; $2,144,520 final (R. Baker, Inc.). Source status (2025): Completed June 2025. Agency: Nipomo Community Services District.
  • Supplemental Water Project Interconnection Improvements (three interconnect stations). Amount recorded: $1,195,200 contract (W.M. Lyles Co.). Source status (2025): Close-out, punch list only (July 2025). Agency: Nipomo Community Services District.

Dana Reserve and future residential commitments

A development approval is not an order for a specific trade contractor. Keep estimating and preconstruction spending visible until a builder authorizes your scope. Once that happens, identify the phase and lot or work package so supplier charges can be checked against progress billings.

  • SLO County supervisors approved the Dana Reserve 3-2 in April 2024: a master-planned development of about 1,400 housing units on 288 acres in Nipomo.
