The interchange and its federal funding mix

The interchange joins road, transit and parking work within a single transportation project. A subcontractor can preserve its own work-package code while retaining the prime contract reference. Keep labor classifications and reporting instructions with the payroll file so the funding mix does not get confused with the day-to-day record of work performed.

  • Avila Beach Drive at US 101 Interchange (single-lane roundabout at southbound ramps/Shell Beach Road, northbound off-ramp modification, Park & Ride lot, RTA bus stop). Amount recorded: $13,839,594 construction contract (CalPortland). Source status (2025): Construction began April 2024; roundabout open; Stage 5 Park & Ride work active through February 4, 2026. Agency: County of San Luis Obispo Board of Supervisors.
  • The Avila Beach Drive/US 101 interchange project is federally funded in part: $10,065,000 in Federal Congestion Mitigation and Air Quality (CMAQ) funds and $911,843 in Federal Highway Improvement Program (HIP) funds (plus $6,810,000 STIP and $605,380 County General Fund).

Diablo Canyon activity in the county economy

The economic assessment describes San Luis Obispo County, not Avila Beach alone. For a supplier or contractor, separate recurring plant-related services from one-time equipment or installation work. A project near an energy facility does not by itself establish its payroll requirements; review the contract before deciding what reporting belongs with the books.

  • A 2024 PG&E-commissioned assessment of Diablo Canyon Power Plant extended operations estimates $420.2M in local value added and 1,567 regional FTE jobs in San Luis Obispo County.
